“Perhaps the most remarkable feature of the present machinery of government is the near absolute autonomy that each Committee possesses. That autonomy often leads to conflicts between Committees and the perhaps unedifying spectacle of such conflicts being aired in open debate. The other remarkable feature is the lack of collective responsibility at all political levels. The Panel has concluded that the combination of both features at political level is conducive to a lack of coordination of policy which must be potentially damaging to the Island and does not assist the development of a co-ordinated policy of a long-term or strategic nature.” (Harwood Report over 20 years ago).

Ex Deputy Chief Minister Allister Langlois completed the panel.
